Country Coordinating Mechanism (CCM)

Who constitutes the CCM?

"CCMs are partnerships consisting of representatives from both the public and civil society sectors who coordinate the submission of one national proposal on the basis of priority needs. In addition, CCMs are responsible for overseeing the progress of program implementation … The CCM (is) a central pillar of the Global Fund’s architecture to ensure country-driven, coordinated, and multi-sectoral processes for leveraging and effecting additional resources … to fight AIDS, TB and malaria."

Responsibilities

The principal responsibilities of the CCM are as follows:

  •  Identify national priorities and gaps in programmatic, technical, and geographic coverage and financial support
  •  Promote multi-sectoral participation
  • Ensure the harmonisation of Global Fund grants with other support for the three diseases
  • Coordinate and ratify grant proposals
  •  Designate principal recipients
  •  Ensure grant oversight and evaluate Phase 2 progress
  •  Resolve problems surpassing the authority and competence of principal recipients
  •  Submit requests for Phase 2 and Rolling Continuation Channel funding
  •  Ensure transparency with stakeholders and the Global Fund.
  • Composition

Whereas government representatives will normally be a major component of CCMs, the Global Fund recommends that a minimum of 40% of CCM members (and sub-CCM, or Regional Coordinating Mechanism) represent non-government sectors, including:

  •  Academia/Education
  • NGOs and community-based organisations
  •  Private sector
  •  Key affected populations, including persons living with HIV/AIDS, TB and/or malaria
  •  Faith-based organisations
  •  Multi-lateral and bi-lateral development partners in country.
  • Minimum eligibility criteria for CCMs

Since 2006, CCMs must adhere to six criteria to maintain legitimacy with the Global Fund:

1 A transparent selection process for CCM membership of nongovernment members

2 Membership should include persons affected by HIV/AIDS, TB, and malaria

3 A transparent and documented process to solicit and review proposal submissions

4 A transparent and documented process for nominating principal recipients and overseeing program implementation

5 Input from a broad range of stakeholders be ensured

6 A written conflict-of-interest plan, especially when the CCM chair or vice chair represents the same institution as the principal recipient.

In certain circumstances, such as in very large countries, a sub-national Country Coordinating Mechanism (Sub-CCM) may evolve, typically under the guidance of a national CCM. In such situations, the Sub-CCM fulfils the roles and responsibilities of a CCM for the sub-national region. As appropriate, a Sub-CCM forms at a state level, province or administrative division, or by a grouping of several states, provinces or administrative divisions. In such circumstances, CCMs applying for grants should confirm whether they are applying as a mechanism that is part of an overall CCM approach, or as an independently operating mechanism.

CCM Nigeria

The CCM Nigeria has developed a Constitution which may be accessed from the CCM Nigeria website. The Constitution is regularly reviewed and updated by the CCM to meet evolving organisational needs.

The Constitution sets out the following:

  • The CCM functions
  •  Composition and membership eligibility and selection arrangements
  •  Structure, including committee structure, roles, and responsibilities
  •  Selection processes, roles and responsibilities of CCM office-holders
  •  Meeting and decision-making procedures
  •  Terms of reference for the CCM Secretariat
  •  CCM management and governance matters including management of real or perceived conflict of interest
  •  Process for amendment, interpretation, and ratification of the CCM Constitution.
