Transition of Principal Recipients

What is it?

Transition refers to the process whereby either a new PR is substituted for the existing recipient (novation) or, alternatively, additional entities are added to a grant agreement as PRs.

Article 23 of the
Grant Agreement provides that the Global Fund may at any time transfer some or all of the responsibilities of the PR to another entity, substituting the other entity for the PR in the agreement. In such circumstances, the PR is required to cooperate fully with the Global Fund and the CCM to facilitate the transfer.Article 24 of the Grant Agreement provides that the Global Fund may award grants to other entities to implement Global Fund programs and that the PR will cooperate with such additional PRs.

When can it take place?

Transition can take place at end of Phase 1, at the end of Phase 2 (for grants entering the Rolling Continuation Channel), or occasionally, after Year 3.

What is required?

The Global Fund requires the following:

  •  The new PR must pass an LFA assessment
  •  Transition plan agreed by the existing and new PRs
  •  Verification of the remaining funds from the old PR and activities not completed
  •  Verification of the inventory of durable goods whose title will be transferred to the new PR
  •  Work plans and budgets for the new PR
  •  New PR strengthening plan
  • New PR must sign new sub-agreements with each sub-recipient
  • New PR may need a new procurement and supply management plan
