Grant PhasesIntroductionClause 1 of the Guidelines for Performance-Based Funding stipulates the following:"Global Fund makes funding decisions based on performance to ensure that investments are made where impact in alleviating the burden of HIV/AIDS, tuberculosis and malaria can be achieved. For this purpose, the Global Fund initially approves grant proposals for two years and decides on continued funding based on performance. During the grant period, the Global Fund links disbursements of tranches of the grant to periodic demonstrations of programmatic progress and financial accountability." The Guidelines document outlines the rationale for this system design. Phases 1 and 2 Grant proposals are approved for terms of up to 5 years; however, prior to continuing funding beyond the initial two-year (i.e., Phase 1) period, the Global Fund undertakes an assessment process on the basis of a Request for Continued Funding from the CCM, a review of overall program performance and financial accountability of the PR(s), and subject to the availability of funds. The documents Phase 2 Decision-Making Policies and Procedures and Phase 2 and the Global Fund’s Grant Renewal Process outline the process undertaken for continuing funding.Before the end of Phase 1, at Month 19, the CCM will be invited to submit the Request for Continued Funding from the CCM, which should be submitted at Month 21. At the same time, negotiation of the performance framework for the initial years of Phase 2 begins. The request should be linked to the original approved proposal, and contain the following elements: 1. CCM self-assessment of progress for the first 18 months of the program based on the information prepared by the principal recipient(s) (Disbursement Requests and Progress Updates, Fiscal Year Progress Report(s), Audit Report(s)) 2. Complementary information a) A country profile on key health indicators related to the three diseases, as relevant for the program, extracted from the country's routine disease surveillance data compared with the baseline at the start of the program b) A description of the functioning of the CCM, including partnerships brought about among different constituencies as a result of the program c) A description of linkages between the program and other national initiatives / programs d) Information on the level and distribution of overall national financial resources to the three diseases and broader purposes related to the program. 3. Request for continued funding a) The proposed funding period and total amount requested from the Global Fund b) Objectives and performance targets, with appropriate baseline data c) Information on any planned changes in existing implementation arrangements d) Funding available from other sources for the program. LFA review of Phase 2 budget An important part of the process is the LFA’s review to assist the Global Fund’s consideration. Part of this process involves the LFA reviewing the Phase 2 budget submitted by the CCM, which entails the following steps: 1. Review and, if necessary, adjust expected additional Phase 1 disbursements proposed by the CCM 2. Determine whether the CCM Phase 2 budget request is within the Phase 2 upper limit 3. Review the reasonableness of the Phase 2 budget proposed by the CCM 4. Recommend a reasonable Phase 2 amount and determine the incremental Phase 2 funding amount.The document Guidance for the LFA Review of Phase 2 Budgets and the LFA Phase 2 Assessment Report may be reviewed for further information on the LFA review. |
