Progress Update and Disbursement Request (PUDR)

 

Purpose

The first disbursement from the Global Fund to the PR is based on a recommendation from the LFA. Subsequent disbursements (e.g., quarterly on an annual basis) are based on a PR submitting a Progress Update and Disbursement Request (PUDR). The PUDR lists actual performance results achieved compared with targets, expenditure information, an overview of other program results and issues, and planned changes in the program and forecasted budget.

Disbursements normally cover program cash requirements for the next disbursement period (e.g., the next quarter) plus one additional quarter to allow PRs to always have adequate cash available while their PUDRs are being considered by the Global Fund. The Global Fund uses PUDRs to decide whether to disburse further funds to a program, and to identify early "success stories" as well as grant recipients that may need assistance.

Contents of the PUDR

1. Request Summary: The PR’s U

Programmatic and Financial Progress Update: (1) Actual results achieved vs. targets; (2) actual total expenditures vs. budget; (3) an explanation of potential programmatic or financial deviations from plans; (4) other program results, issues and lessons learned; (5) planned changes in program and/or budget

3. Cash Reconciliation and Requirement: Calculation of the U
.S. dollar cash requirement from the Global Fund for the next disbursement period plus one additional quarter

Appendix: Statement of Sources and Uses of Funds (Cash Flow Statement): Actual versus planned expenditures, derived from the PR’s normal budgeting and accounting systems using the currency in which the PR maintains its accounts and line items/format normally used by the PR.

Roles and Responsibilities

The PR forwards its PUDR to the Global Fund through the LFA, which reviews and validates the report, and then advises the Global Fund on the next disbursement. The PR provides a copy of the report to other members of the CCM who may comment on the progress of implementation to the LFA or directly to the Global Fund Secretariat. The Global Fund decides on the request, including possible actions that may need to be undertaken by the PR and instructs the Global Fund’s trustee (the World Bank) to make the next disbursement to the PR.

Guidelines for Performance-Based Funding more fully outline the roles and responsibilities with respect to the PUDR.Guidance Note on Ongoing Progress Update Disbursement Requests and LFA guidelines for completing the "LFA On-going Progress Review and Disbursement Recommendation" provide an outlines of the key issues reviewed by the LFA once the PR has submitted the PUDR.

Timing

Clauses 27–30 of the
Guidelines for Performance-Based Funding outline the timing requirements expected of a PR for submission of a PUDR. Reports usually are required on a quarterly basis for the first year, although subsequently, reports may be provided on a semi-annual basis on the basis of agreement between a PR and the Global Fund. Submission of the report is required within 45 days of the end of the relevant reporting period.

Delays in submission of the PUDR may delay disbursement of the next tranche from the Global Fund’s trustee and, consequently, may have serious implications for program implementation. Accordingly, it is critical that PRs and SRs work very closely to ensure there is a sound appreciation of information requirements and timelines for reporting and that they jointly resolve delays in the process. Tracking of submission times and any revisions or changes required to identify bottlenecks is an important in-process quality assurance exercise.

 

Fiscal Year Progress Reports

Purpose/Objective

PRs submit a Fiscal Year Progress Report to the Global Fund at the end of their fiscal year. The report contains aggregate information on programmatic progress and consolidated information on the use of the grant according to key program areas and implementing parties.

Clauses 31–36 of the
Guidelines for Performance-Based Funding outline the requirements for these reports.

Contents of a fiscal year progress report

Programmatic information:

a) Aggregate actual program results for the fiscal year

b) "Success stories," issues, lessons learned, and implications for future program design and operations

Financial information:

  • The approximate portion of the grant that supported each of the following program areas:

   o Prevention

   o Treatment, Care and Support

  • The approximate portion of the grant that supported capacity building and program administration
  • The approximate portion of the grant implemented by each of the following types of entities:

   o Academic/Educational sector

   o Government

   o NGOs/Community-based organizations

   o People living with HIV/AIDS, TB and/or malaria

   o Private sector

   o Religious/Faith-based organizations

   o Multilateral and bilateral development partners in country

  •  Aggregate information on the cost of key pharmaceutical products purchased under the grant

Roles and Responsibilities

As with PUDR reports, the PR submits the Fiscal Year Progress Report to the Global Fund through the LFA and sends a copy to the CCM. The LFA reviews and validates the report content and provides advice to the Global Fund. CCM members may forward comments on the report through the LFA or directly to the Global Fund.

Timing

The Fiscal Year Progress Report is due no later than 90 days after the end of the PR’s fiscal year.
