Procurement and Supply Management Plan Because of the importance of a sound Procurement and Supply Management (PSM) for effective program implementation, once a Grant proposal has been approved, a PR must describe how it will adhere to the Global Fund procurement requirements through a basic Procurement and Supply Management Plan. Once a Plan has been prepared, it needs to be assessed by the LFA as part of the PSM capacity assessment who may require changes prior to submitting it with advice to the Global Fund. Only once the Global Fund has endorsed the PSM Plan will disbursement of funds for health product procurement occur. Article 19 of the Grant Agreement as well as the Guide to the Global Fund’s Policies on Procurement and Supply Management outline the requirements and processes with respect to a PSM Plan. A Guide for Writing the Procurement and Supply Management Plan assists PRs prepare a PSM for Global Fund approval.
